Senior Water Filtration Plant Operator

The City of Worcester seeks qualified applicants for the position of Building Operations Manager for the Department of Public Facilities. Under the direction of the Chief of Public Facilities, the position is responsible for overseeing the daily operations of the Department of Public Facilities (DPF) municipal buildings and grounds. The employee will ensure the safety and security of building tenants & lessees, coordinate, and manage maintenance and repair activities, manage operations staff, and liaise with vendors to ensure smooth daily building operations.
ESSENTIAL ELEMENTS:

  • Manage, supervise, train, and direct cleaning, security vendors, and operations staff and their activities.
  • Supervise, approve, and document work performed by outside vendors or employees and ensure it is performed according to contract, guidelines, federal and state regulations, and local ordinances.
  • Prepare, document, lead training, and carry out emergency protocols and procedures in case of an inclement weather event, cybersecurity attack, City security risk, etc.
  • Prepare and monitor maintenance accounts and budgets; make recommendations as appropriate.
  • Review and draft specifications for service contract procurements.
  • Negotiate and liaise with third-party service provider.
  • Conduct regular building and equipment inspections, prepare reports, and maintain records.
  • Maintain a safe environment for building staff, occupants, and visitors.
  • Ensure facilities are compliant with applicable policies, regulations, and building codes.
  • Respond to inquiries and requests by building tenants and work with staff to resolve problems or issues.
  • Work with Project Managers to set metrics, track, and strategize to minimize energy use.
  • Approve, procure, schedule, oversee repairs and preventive maintenance tasks for building tenants, and/or at leased facilities.
  • Oversee Department of Public Facilities buildings at a variety of buildings, some of which are historic, including, but not limited to: public safety, public offices, public libraries, etc. On-call responsibility (24/7/365).
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • Computer proficiency including Microsoft Office Suite; working knowledge of Computer Maintenance Management Software, or other Preventive Maintenance, Work Order and Capital Planning Software.
  • Familiarity with building design, operations, and sustainability/energy efficiency.
  • Working knowledge of public procurement, chapter 30B and public bid work.
  • Knowledge of methods, materials and equipment ordinarily employed in maintaining the clean and orderly condition of public buildings, grounds, and equipment.
  • Knowledge of building maintenance, building trades, physical plant operations, and HVAC & Controls.
  • Knowledge of relevant laws, regulations, and building codes.
  • Excellent project management and negotiation skills.
  • Good communication and customer service skills.
  • Strong critical thinking, and problem-solving skills, organized and a self-starter.
  • Ability to establish and maintain effective working relationships with administrative staff, municipal employees, and the public; ability to work with diverse populations.
  • Ability to be on-call to respond to building emergencies and security issues.

  • Ability to effectively delegate projects and tasks; strong organizational skills and ability to prioritize.
  • Ability to enforce building rules and regulations firmly, tactfully, and impartially.
  • Experience on public projects procured through MGL Chapter 149, and 149A.
  • Experience with MEP infrastructure and building envelope projects.
  • Experience with architectural design.
  • Experience managing projects in occupied buildings.
  • Field experience on construction sites.
  • Experience with design and/or construction of LEED/WELL, passive house, MACHPS certified buildings.
  • Experience with Historic Building Alterations.
  • Knowledge of Massachusetts Access Board & American with Disabilities Act requirements.
  • Knowledge of AutoCAD and Revit.
  • Computer proficiency and knowledge of standard productivity software (MS-Office Suite, Adobe Acrobat, etc.).
  • Excellent communication and presentation skills.
  • Ability to develop and maintain project budgets, cash flow projections, and schedules.
  • Ability to work independently and without immediate supervision.
MINIMUM REQUIREMENTS:
  • Bachelor’s degree in Facility Management or related field; or Licensure in HVAC, HVAC Controls and/or Electrical trade, OR;
o An equivalent combination of education, training and eight (8) years of experience in facility management, HVAC, HVAC Controls or Electrical trade which provide the required knowledge, skills, and abilities to perform the essential functions of the job will be considered in lieu of the above requirements.
  • Five (5) years of experience in facility management, construction trades, or similar role.
  • General knowledge of laws, regulations, and building codes pertaining to facility management and public facilities.
  • Experience with the public procurement process

  • Experience performing Project Management
  • Valid Driver’s License and access to reliable transportation
PREFERRED QUALIFICATIONS:
  • Five (5) years of supervisory experience
  • Seven (7) years of experience with building design, operations, and sustainability/energy efficiency
  • Five (5) years of performing project management
  • Five (5) years of experience with public procurement, chapter 30B and public bid work
  • OSHA 10 certification
SALARY RANGE: $98,074 - $129,548 annually, exempt, full-time, excellent benefits package.
